I perceive that Your Lordship has, by Dispatch, No.36, October 4th 1866, wisely conceded to the Civil Service here an extension of the 5/6 usual six weeks' vacation leave to eight weeks for each year or 1/4/8 Sixteen weeks for every second year. 2748/06
The peculiar geographical position of this Colony renders it difficult to obtain any beneficial change during the unhealthy period of the year, from the commencement of July to the middle of October. The necessary change is seldom attainable elsewhere than to Japan,
whither the voyage is often tedious as well as dangerous,
